The government could be restricted to buying or renting only top-rated energy efficient buildings under proposals in a private members bill.

Only buildings with energy efficiency ratings of A or B based on information from the past 12 months “and in accordance with the energy rating system used for the purposes of an energy performance certificate” would be allowed, according to the bill. These buildings would be in the “top quadrille” of all those rated.

The bill has been put forward by Anne Snelgrove, MP for South Swindon, backed by the Sustainable Energy Partnership and drafted by the UK Association for the Conservation of Energy.

A report from the Sustainable Development Commission in March found that only a third of government departments were on track to meet their own 12.5% carbon reduction target by 2011.
