Estate agents heaved a sigh of relief as the government announced that it was delaying the introduction of Home Information Packs (HIPs) by two months and said that it would initially only apply to four bedroom properties and above.

The CIOB has called on the government to introduce the HIPs on a voluntary basis for 12 months and reintroduce the Home Condition Report as a mandatory element.
