I read the article, “Hill offers developers choice: build affordable housing, or pay up,” (7 November, page 8), and must add that for some authorities, a tariff would be of no benefit, as developers may control all usable land. If one developer gets away with it, the others will want to as well, rather than allow their land to be used for affordable housing.
