BSIA chief executive David Dickinson wrote to Security Industry Authority chief executive John Saunders concerning the delay over finalised plans for the Approved Contractor Scheme. With David's permission - and for the benefit of many interested parties - we reproduce John's considered response...

DAVID - You asked me to set out the position, as I see it, with regard to the delays in finalising the Approved Contractor Scheme.

Let me say at the outset that the Security Industry Authority understands the importance of the scheme to the smooth running of the security guarding sector, the crucial message that it sends about those companies who have both met the required standards and licensing profile and the frustration which your members feel about the prolonged consultation period following the closure of the Regulatory Impact Assessment (RIA) period on 17 November 2005. I also fully understand your own frustration and anger. We very much appreciate your support and patience.

As of today, Wednesday 8 February, the position is that we still await ministerial approval on the details of the scheme. As discussed on a number of occasions, you will know that we are ready with all of the arrangements and processes for a rapid implementation, and have been since the closure of the RIA. Without the final detail we cannot move.

You will also be aware that we planned ahead for a six-month implementation phase which, because of delays outside of our control, was reduced to three months. We will now have weeks, but I can assure you that we will do everything humanly possible.

We met Home Office minister Paul Goggins last Thursday (2 February) and impressed upon him the vital need for a speedy resolution of all outstanding matters. He was understanding, and emphatic that those matters would proceed with the minimum of delay.

As soon as approval is received, we are in a position to move very speedily. Many of your members are, of course, candidates for fast-tracking into the ACS. I would strongly suggest that you advise your members to be ready, almost at a moment's notice, to apply for their application forms.

We all find the current position frustrating and annoying, but I know you will share our concentration on making it all work for the benefit of the security solutions providers and their customers - despite the barriers.

An inquest should come when time permits.

The Editor replies: The delay on finalising the ACS has been unfortunate to say the very least. Although final details are now available (see News Update, pp7-8), contractors have necessarily been forced to put any thoughts of forward planning on the back burner.

One has to ask why it needed over three months from the closure of the RIA period to rubber-stamp the scheme?

From SMT's perspective, the SIA has done everything in its power to lay the foundations for the ACS, so if one were to point the finger of blame it should surely be in the direction of the Home Office.
