One is tempted to ask: “Who are the RICS to tell quantity surveyors that SMM7 should be replaced?” From my personal point of view Launce Morgan was exactly right in his view of the RICS.
As a quantity surveyor who spends his working life measuring SMM7 bills of quantities for tendering contractors to enable them to price tenders, because most QS’s appear to lack the basic knowledge to produce the bills themselves, I find the RICS remote and irrelevant; they take my money, give me 12 magazines and that's pretty much it from where I sit and work.
They then have the front to say that are unilaterally producing a new document. Who are they going to persuade to use it if the people they think they represent don’t produce bills anyway?
