I am a social housing tenant in Birmingham. Along with the chairs of all housing associations and many others, I have been asked to respond to a Housing Corporation consultation paper entitled Involvement Policy. I wonder if others can help me to understand a statement in the paper.
It says: "We use the word 'resident', meaning anyone living in a housing association home, including tenants, residents, leaseholders, freeholders (who pay service charges) and people using supported housing."
I am puzzled by the use of "residents" after "tenants" in that passage. It seems to me that all possible tenures are included in the definition given. Is there some mysterious meaning to "residents" that escapes me? If there is, would someone explain what it means and how it fits in with the description given by the Housing Corporation.
