As the Audit Commission has reported, tenants of Thanet District Council are not exactly satisfied with its performance on repairs.

We were without a main front door for months and we still have no secure entry, that is, no lock on the front door leading to the lift or the stairs. I had an intruder a couple of months ago at midnight one Saturday. And I've had my front door forced open by a tenant with mental health problems. Noise, of course, is a constant nuisance.

Yet the Audit Commission inspectors gave Thanet council a star and described its performance as "promising".

It seems to be that the audit process is as relevant as that in the Enron case. When a local authority has scant regard for law and order, human rights or duty of care to all of its tenants, there is no promise of improvement.
