Once again the UK is leading the way in carbon emission reduction by being the first European country to issue a draft National Allocation Plan (NAP).
The NAP sets out what levels of carbon reduction the UK government expects from certain key industries. These include combustion installations, cement and lime production and mineral oil refineries.

The draft NAP, which is open for consultation until March this year, creates the equivalent of an overall reduction in UK emissions of 16·3%.

This goal applies to the first phase of the EU Emissions Trading Scheme which runs 2005 to 2007. In the second phase, from 2008 to 2012, the objective will be 20%. This matches the UK government's own goal.

All EU member states have to issue final NAPs by March this year, and the trading scheme will begin on 1 January 2005.
