Keith Pickavance, boss of Pickavance Consulting, has said that time risk management will replace QSing and project management as the "discipline of the 21st century,"

He said: "We cannot go on expecting the contractor to manage the employer's risk while telling him he's going to get less time and money, and threatening that if the contractor makes claims he won't get another job."

He added: "It's no good recovering damages on an Olympic stadium if it's completed in 2013."

Time risk management is a contracted service that aims to control the risk of delays and disputes. The service includes contractual advice and amendment, programme review and management, progress updating, record management and report provision.

Pickavance Consulting, which was bought by Hill International in November 2005, offers time risk management to both clients and contractors. Pickavance said "the service is needed by employers because they carry all the risk. The industry needs employers to take notice."

Pickavance Consulting's service evolved following publication in October 2002 of the SCL Delay and Disruption Protocol, which stipulated how time risk should be managed contractually. Pickavance believes the service is offered only by his firm.
