Tied up in red tape

I write this not merely to share my concerns, but in the hope that the CIOB will act on its contents.

For some time I have been engaged in preparing Health and Safety/Building Manual Files at the end of various contracts, a time-consuming task made more difficult by the fact that each client/project management/planning supervisor requires a different format, sequence of sections, headers and footers and so forth.

Surely it is not beyond the ability of the various bodies in the industry to get together to formulate one simple overall format on which every contractor can base their particular files?
