Consultant RLF has promoted Andy Rasin to associate in the Birmingham branch. He joined the firm in 2002 and has been working as QS and employer's agent on a number of regional projects including the community development programme for the RFU. Rasin previously worked at Pearson Whitfield Chartered Quantity Surveyors for over 20 years.

CM Parker Browne has recruited Ken Norcross as planning supervisor. His job will be to ensure projects comply with construction, design and management regulations and health and safety rules. His first project will be phase one of L1, the mixed use development in central Liverpool. The £53m phase includes three luxury apartment blocks set among bars, restaurants and shops. Norcross has worked for an array of architects, project managers and QSs as a planning supervisor.

Cambridge construction consultancy TPA Associates has hired two new staff. Peter Hemingway has been made director responsible for the major projects division. His CV includes stints with EC Harris and Network Rail's Major Projects and Investments Directorate. Peter Waddacor joins TPA as a senior manager. He was previously at AYH project managing major capital schemes, mostly in the finance and commercial office markets. TPA has also promoted John Hatton to associate director. He specialises in dispute resolution, mediation and claim management.

Disputes expert CR Management has taken on Trevor Sharpe as senior planning consultant specialising in forensic delay analysis. Sharpe has 30 experience working for firms such as Mowlem and Henry Boot. He will work in the Wokingham office.

London-based Anser Project Managers has appointed Michael Fraser for its retail team. He was previously a project engineer at Transport for London.
