The comprehensive performance assessment ratings in full
The CPA used a five-tier system, each meaning:
  • excellent: high-quality services; effective leadership; finances well managed and targeted
  • good: strong services and a knowledge of where they should improve; effective leadership
  • fair: reasonable services which need to become more consistent; current performance often stronger than ability to improve
  • weak: low standards of service with limited ability to improve
  • poor: inadequate services without the leadership capacity to improve them
