The comprehensive performance assessment ratings in full
The CPA used a five-tier system, each meaning:
- excellent: high-quality services; effective leadership; finances well managed and targeted
- good: strong services and a knowledge of where they should improve; effective leadership
- fair: reasonable services which need to become more consistent; current performance often stronger than ability to improve
- weak: low standards of service with limited ability to improve
- poor: inadequate services without the leadership capacity to improve them
