Councils are unable to borrow money but Barnet council in north London is proposing to raise £360m through a bond to finance transport, schools and other local services.

This would provide as much as half of the £773m the borough says it needs to improve its infrastructure to cope with expected housing growth over the next 10 years.

It is understood that Barnet is in talks with other London boroughs, including Enfield and Waltham Forest, to export this model to other areas.
