Tees Valley Housing Group is to join forces with Three Rivers Housing Association to bid to join the Housing Corporation's elite "development partners".
Development partners get long-term funding guarantees under the corporation's new funding system. Hopefuls must submit their bids by today.
Tees Valley chief executive Alison Thain said the duo would have no dominant partner. The partnership will bid for £23m from the corporation.
Initially there was to be a three-way venture with Nomad Housing but Nomad pulled out last month (HT 7 November, page 11).
Nomad chief executive Steve Boyd said the withdrawal was forced by the corporation's tight deadline.
It will now work with Durham Aged Miners Housing Associations on a £11m bid.
