Local authorities should become sustainable energy pioneers according to a document published by the Town and Country Planning Association and the Combined Heat and Power Association.

Community Energy: Urban Planning for a Low-Carbon Future calls for “a step change” in the generation and supply of electricity. This entails a transition to decentralised energy and power based on low- and zero-carbon technology. The guide sets out options for creating a strategic approach to CO2 reductions that includes setting up local combined heat and power plant, communal solar and wind generation, biomass heating and small hydro-electric plant. The TCPA and CHPA published the 62-page document as the government wraps up its consultation on renewable heat technologies and barriers to their use.
