Southwark council is opposing the central London scheme, designed by Ian Ritchie Architects, because it wants the site used for two primary schools and a cultural building such as an art gallery.
The nine towers, ranging between five and 19 storeys, would provide 374 homes, of which 114 would be affordable.
The design has won the support of government design watchdog the Commission for Architecture and the Built Environment as well as the Greater London Authority.
