Short termism again. When Governments intervene in this way, they merely postpone the inevitable and pass on problems to succeeding generations. Gove has no moral compass and doesn't care about the outcome, as the chance of his party being elected again seems pretty remote. Votes are more important to the Conservatives now than the environment.
