I think you can look at Latham's direction setting two ways.

Clearly it strongly recommended significant policy and procedural improvements which are classically referred to.

Sitting behind, or indeed above these, was the influence it brought to thinking and behaving differently. For myself and others I worked with, Constructing The Team empowered people to say 'I don't need to be a victim of historical practices, I can dare to be a pioneer of new and better way of working together, of delivering better outcomes'.

Latham's legacy is that this cultural imperative persists and continues to motivate people to want to raise the bar and not be satisfied with business as usual.
