In my view, the problems is not the occupant usage only, I believe this problems shared between household and water companies or those responsible of the infrastructures maintenance, that issues of the 100 years old pipes and costs involved also has it has it share in this problem. A few years ago, I did research for crounfiled University for a research job, where I had to do presentation for my interview. During my research and study the findings were surprising, but I also agree about the consciousness tactics mentioned. I believe if they design simple equipment like a soap dispensers above sinks and wash basing or small equipment can be use for double purposes, and attached to a reader each time any one use taps, perhaps is good idea, some of us have conscious and if you make people aware, they may stop offending the environment!.
