They should probably reference the water research done by Peter Yost in America. He found, ironically, that these high-tech water saving devices sometimes INCREASED water usage in test homes and the most effective method to reduce water consumption was a visual reminder at the point of use, ie. a sign, a water meter, some kind of device that puts the water issue into the consciousness of the occupant at the exact time of use. Simple but brilliant.
