The government would be restricted to buying and renting top-rated energy-efficient buildings under a private member’s bill which aims to reduce public-sector carbon emissions.

The bill has been put forward by Anne Snelgrove, the Labour MP for South Swindon. It was drafted by the Association for the Conservation of Energy and is backed by the Sustainable Energy Partnership.
