The Communities Plan is failing to protect historic buildings, according to a report by respected academic Professor Anne Power.
Power of the London School of Economics said historic buildings should be refurbished rather than demolished, and criticised the plan for failing to protect existing landmarks.
Power made her criticisms in A Review of the Sustainable Communities Plan, published by the Sustainable Development Commission last Tuesday.
Power said: "If we want sustainable communities, we have to protect and hold on to communities we have already." She said the South-east and London faced the biggest challenge in this context.
