I read with interest your article ‘The future of planning’ in the June issue.

A couple of days later, a letter arrived from Powys County Council, inviting me to comment on a consultative document relating to its proposed interim development control guidance: Designing Energy Efficient Developments.

A substantial part of the proposals appear to be steered by the Welsh Assembly. Comments are required via email and hard copy before 13 July.

I am concerned about the constant barrage of regulation and control being imposed by central and local government. In this particular context, I believe that the recent substantially upgraded and complex Part L of the Building Regulations provides the appropriate route to ensure energy efficiency. Building Inspectors have the skills necessary to ensure that the provisions of the regulations are met.

The introduction of controls through planning policy will lead to duplication, dispute and unnecessary costs.
