I deal primarily with tenants seeking transfers. The chances of a single parent with a child being transferred from a one-bed to a two-bed are minimal – as opposed to a single parent in temporary accommodation who will eventually be offered a two-bedroom flat. While I do not wish to trivialise the effects of families living in temporary accommodation, for some council tenants their secure tenancies have become a trap. They do not wish to hear that they can use their living room. Also, our pointing system for transfer applicants does not differentiate between a large two bed and a small one – so the whole issue is quite redundant.
