Overcrowding: more opinion 3

The 1985 Housing Act states, and I quote section 325, "a room is available as sleeping accommodation if it is of a type normally used in the locality either as a bedroom or a living room". Over many years as a working environmental health officer in housing it has not been my practice nor my colleagues' to count either bathrooms or kitchens as rooms when considering whether or not a dwelling is overcrowded.
