The government has given its strongest hint yet that buildings will have to show how their actual energy consumption compares against design intent under Article 7 of the EPBD.

Commenting at the EU Commission's stakeholders' meeting, Simon Barnes of the ODPM said "It is very likely that the operational rating route is the direction ODPM will be going". He could not give a definitive answer because "ministers had still to agree on this".

The operational rating will be based on metered energy consumption and show how the actual building performance compares against designer's intent.
