Seven-month timeframe for reaching key goals including appointment of delivery partner

The Olympic Delivery Authority today outlined 10 milestones it intends to reach in the next seven months in the programme to create the venues and infrastructure for the 2012 Games. They include the appointment of the delivery partner in August 2006. QSs in the consortia in the running for the job include Faithful+Gould, Franklin + Andrews, Gleeds and Capita Symonds.

ODA chief executive Jack Higgins told the London Assembly that the following goals would be reached by January 2007:

  • Announcing the ODA's programme timetable in July, including target start and completion dates for Games venues
  • Publication of the ODA procurement strategy for stakeholder consultation in July
  • The appointment of the full ODA executive team by July
  • The conclusion of the Compulsory Purchase Order Inquiry hearings into the acquisition of land for the Olympic park, with the acquisition led by the London Development Agency and 90 per cent of the land now under public control
  • The announcement this week by the ODA and LDA of the two key remediation and demolition contractors
  • The appointment in August of the delivery partner, the programme manager for the Olympic Park construction and infrastructure work
  • The first phase of community engagement in East London about the new site masterplan, which was announced last week
  • The publication of the Olympic Transport Plan for consultation in September
  • The start of the procurement process for the stadium this summer and progress on the procurement of the aquatics centre later this year
  • The submission of a new planning application for the Olympic park site in January 2007
Higgins said: "It is by putting the right building blocks in place at the start of the process, by having clarity and certainty through timely decision making that you are best able to bear down on cost and delay. With the Olympic Games and Paralympic Games there can be no Plan B."

Four companies have been shortlisted for the role of delivery partner, which will involves programme managing the construction of the venues and insfrastruccuture for the Games. They are:

  • Bechtel
  • G3, comprising Faithful+Gould, Gleeds, Sir Steve Redgrave, Amec, Balfour Beatty and Jacobs Babtie
  • CLM, comprising CH2M Hill International, Laing O'Rourke, Mace and Davis Langdon
  • Legacy, comprising Franklin + Andrews, Capita Symonds, Bovis Lend Lease and Kellogg Brown & Root
The four began meetings with the ODA this week under new EU procurement legislation that allows for a "competitive dialogue" process, in which the client has more detailed discussions with tenderers.
