Morgan will become non-executive chairman at Crossrail after seven years as Tube Lines chief executive.
Dean comes from First Group where he is group chief operating officer.
He will take his position at Tube Lines on 1 June when Morgan moves to Crossrail.
Professor David Begg, non-executive chairman of Tube Lines, said “During his time at First Group he has gained an extensive background in railway operations as well as strong financial and commercial experience.”
"Using his experience and background, he will be able to build on Tube Lines’ achievements and lead it to further success; I look forward to working with him.”
