All the law requires, according to the HSE, is for employers to make their own risk assessments, provided they take appropriate action if faults are discovered. The simplest way to achieve this is to have employees make their own quick visual inspection, notifying Health and Safety officers of any problems they spot. Beyond this, a competent member of staff could run a simple test.
