June implementation is unworkable says RICS as it calls for emergency meeting with MPs

RICS has called for an emergency meeting with Peers and MPs over the implementation of Home Information Packs.

The body said that the 1 June 2007 implementation date for HIPs was completely unworkable. It said HIPS were a “poor and expensive product and one that will neither improve the conveyancing process nor improve energy efficiency in the domestic setting.”

The introduction of HIPS on June 1 has been called into question by agents and some government figures who said there were not enough trained inspectors ready to give out the energy performance certificates – a key part of the packs.

RICS said that the government’s implementation of HIPs has been poorly conceived and will have an adverse effect on the market, consumers and small businesses.
