The troubled £1.5bn Elephant & Castle regeneration scheme in south London is to be hit by a second high-profile departure.

Paul Evans, Southwark council’s director of regeneration, will retire at the end of October. Evans’ departure follows the surprise resignation last week of Chris Horn, the council’s long-serving project development director.
