Gordon Brown has confirmed plans to set up an independent commission to decide on large infrastructure projects.

In his speech at the CBI’s annual dinner on Tuesday night the Labour leadership contender announced that his planning white paper will contain moves to speed up decision-making and establish a commission to judge on big projects such as airports and power stations.
