Economist Kate Barker has been asked to lead a second review of the UK’s planning system. The government responded to Barker’s first report on housing supply last week.

The new study, announced in the pre-Budget report last week, is part of the government’s plan to raise productivity and tackle the challenges of the global economy. It also includes plans to create “real estate investment trusts” to improve the UK’s commercial and residential investment markets.

The review’s terms of reference will be to “consider how planning in England can better deliver sustainable economic development in a timely and transparent manner”.

It will look at ways of speeding up the planning system and making it more predictable and transparent.
