The report, which was commissioned by the government in March 2001, is expected to propose the abolition of secure and assured tenancies in favour of a single housing tenancy.
Ian Doolittle, head of the public law sector at solicitor Trowers & Hamlins, said further delays would cause frustration among the pro-stock-transfer lobby.
"A common housing tenure would remove the differences that seem apparent to tenants facing transfer. The sooner we get rid of them, the better."
Council tenants have secured tenancies that entitle them to a full court hearing if their landlord tries to evict them. Association tenants can only hold assured tenancies.
Housing experts have cited Scotland's single social housing tenancy as a key reason why tenants in Glasgow approved stock transfer plans last year and those in Birmingham rejected them.
