As chief executive, Rogers hopes to expand the registered social landlord into the Thames Gateway and the London-Stansted-Cambridge corridor housing growth areas.
He added: "It's too early to talk about sites, but I want the organisation to work closely with local partners to find out the part Anglia could play.
"We could also tackle regeneration issues in Great Yarmouth or sustainable rural housing in rural east Anglia.
"There's a real breadth of work that we can and should do."
Anglia Housing Group has more than 10,000 homes and 276 staff.
Rogers has joined the group from Northampton-based Nene Housing Society, where he was chief executive for more than two years.
His successor at Nene will be appointed next month.
He has worked in housing for more than 26 years, including a six-year spell as director of customer services at Circle 33 .
He has been interim chief executive since the retirement of Jenny Backwell in May this year.
