In response to Mr Chalmers’ letter (Problem solved, QS News, 12 August), I recall using Shorter Bills of Quantities: The concise standard phraseology very successfully on a number of claim-free contracts.

This was published by The Builder Group in 1989. Measurement was concentrated in the planes where the costs are actually incurred: horizontal and vertical building elements; incidentals and many labours were deemed included; preparation time was vastly reduced and the end product worked. Can measurement be simplified any further?
