Local authorities should be granted a two-year amnesty to use all money generated from housing to build affordable homes, the Joseph Rowntree Foundation has said.
Mixed Tenure Agreements, published on Wednesday, also urges the Housing Corporation to fund large, long-term schemes with at least a three-year spending programme.
Lord Richard Best, the foundation's director, said: "A cornerstone to achieving better results is for housebuilders and associations to learn to operate better together."
The report, carried out by Martin Willey of consultant YTP, was commissioned to show how the planning gain system – section 106 agreements between councils and developers – could be made to produce more homes without investing more funds.
