For Part L compliancy, you now must provide a boiler that has as high an efficiency rating as can be practically installed. Generally for domestic situations, consider the best ‘SEDBUK’ rating. For nondomestic properties, consider the best ‘Minimum Heat Generator Seasonal Efficiency’.
