I read with interest Saleem Akram’s answer to the question of which takes preference on the MoD contract (Information Station, CM, July/August). All government contracts are let under GC/works/2 and are known as ‘general conditions of Government Contracts for Building and Civil Engineering Works’. Under the section headed ‘specification bills of quantity and drawings’, specification takes precedence over drawings. The specification provides installation details (workmanship). The drawings give the arrangement of these materials working for the PSA as a clerk of works
