The Housing Corporation should do more to address the poor performance of associations, according to the ODPM select committee examining the corporation's effectiveness.
Housing minister Keith Hill, who was questioned by the committee on Monday, backed the proposal in principle.Hill also revealed that elected regional assemblies would be empowered to reverse the proposed mergers of regional planning and housing boards. The assemblies, the first of which open in 2005, will be able to override the government on this.
Andrew Bennett MP, one of the committee's leading members, said the corporation paid too much attention to financial management.
"It should have clearer powers for dealing with service delivery and putting pressure on associations to get their act together," he said.
The final draft of the government's "end-to-end" review of the corporation is due to be released in the next few weeks.
