We would all endorse Richard Thorpe’s aspirations (Cover story, CM, April 2003) but realistically, on a lower scale of contract on a straight traditional competitive-based tender in the middle of London, his level of welfare facilities is just not achievable. The only way this can change, I believe, is that it is made a requirement under CDM and a set of minimum requirements are stated in the documents for welfare facilities. Then every contractor tendering for that work knows that everybody is quoting on a like for like basis.
