The RICS claim that the government will be unable to successfully introduce the Energy Performance of Buildings Directive by the beginning of 2006.

The directive requires all buildings built, sold or let to be rated for energy efficiency, as part of the EU’s commitment to cutting carbon dioxide emissions.

Writing in BSJ, Roger Watts, a spokesman for the RICS’ building surveying faculty said: “It seems incredibly unlikely to me that the government will be able to successfully introduce energy efficiency ratings by the beginning of 2006 without some significant reconsideration”.

He added that with the directive less than a year away: “There is no legislation, no idea of what is required in a certificate, no trainers, no training courses and no trainees”.
