It would cost £350m to bring all the homes in St Helen's up to the decent homes standard, the council has said.
The Merseyside council transferred its 14,000 homes to Helena Housing Association 12 months ago. Now, it has shifted its efforts to getting the area's 75,000 social rented and privately owned homes up to the standard on improving privately owned property.
It has earmarked £2m to help get private stock up to scratch.
Grants and loans of up to £20,000 are being offered to homeowners living in unfit homes in areas where housing improvement is a priority.
The cash can be used for up to 75% of repair costs.
When the £2m fund – comprising £1.3m from the housing investment programme and grants from the single regeneration budget and Neighbourhood Renewal Fund – runs out, the council will offer advice and non-financial support.
