Chancellor Alistair Darling’s first budget was packed with sustainable initiatives: all new non-domestic buildings must be carbon neutral from 2019; a final definition of ‘zero-carbon housing’ will be produced by the end of the year; public sector houses must now be Code for Sustainable Homes level three or above; and the UK target for emissions cuts by 2050 is raised from 60% to 8O%.
