PF2 is given the benefit of the doubt
You ask if the government will ditch PF2 before it’s even been tested (Vote of no confidence, 17 May, page 22). I wouldn’t be so pessimistic. It will take time for a new procurement model to bed in. It makes sense to road-test one or two batches with an associated “aggregator fund”, and then to roll it out to others. Otherwise there could be a delay in closing off the fund if the other batches take longer to come to market.
There is no doubt the procurement model will feel quite different for stakeholders like local authorities and schools though, as they will be very much at arm’s length in future.
