Would it not have been more constructive to levy a higher fine – but suspend it for a five-to-10-year period to discourage tender malpractice? The economic downturn has led to the sudden collapse of the private sector building industry. In order to get back on track, we need to encourage the building industry – not kick it in the teeth when it’s down.
