Regarding plans to insulate all UK homes by 2020, the level of energy efficiency necessary to achieve carbon emissions reductions is four times higher than that which cavity wall and loft insulation can provide.

Taking these quarter measures is wasting time and money, even on the small proportion of homes that are targeted. Within the next 42 years,

26 million homes need to be upgraded by at least 60% in efficiency if the Climate Change Bill is not to be just waste paper. This will eliminate fuel poverty if carefully managed and the need for more fuel and power supplies – and of course emissions.
