Peter Kilby is correct in stating that a bill of quantity (BoQ) is a good method of procurement (7 November, page 41).

However, rather than a “lack of enthusiasm” for this method, we have noticed a rise in enthusiasm over recent months among our clients. The initial costs may be higher than with design and build but, as Kilby points out, the QS can review the project cost plan with greater certainty.

As finance for projects is now more difficult to achieve, it is worthwhile for the client to invest more heavily at the design development stage, rather than designing while the work is in progress.
