The British government is set to launch a Climate Change Bill setting out long-term targets to cut the country’s carbon emissions.

A report in The Guardian newspaper says the bill, expected to be included in the Queen’s Speech on 15 November, will include the creation of an independent body to advise on whether government policies will meet green targets. It is not expected to contain binding year-on-year targets, which Tony Blair has said in the past he does not favour.

In an attempt to seize the environmental initiative from the government, the Conservative party has published a rival ‘bill’, backed by Friends of the Earth, which would establish a climate change commission to set statutory annual targets.
