Winchester City Council has promoted Richard Botham from head of business services to a new post, head of landlord services.

Affordable housing developer Lovell has appointed two regional training advisers: Emma Handley and Kate Southall.

Handley joins from Derby College, where she was NVQ coordinator for learning and development. Southall previously worked as a training adviser with online shopping directory Shopdirect.
